Narrative:
Aircraft #1 was cleared for GPS 4 approach into gvl. Near the NDB (fkv) aircraft #1 reported an near midair collision requiring evasive action and asked why I did not see the traffic. I responded that I was being required to use a radar site that did not provide coverage much below 5000 ft. The incident occurred around 3000 ft. The worst aspect of this incident is that we have access to a radar site that will provide coverage to the ground in that area. But it was not in use because we did not have enough people to open the sector.

Title: A80 CTLR DESCRIBED NMAC AT 3000 FT; ALLEGING AVAILABLE RADAR COVERAGE LIMITATIONS AND STAFFING AS CONTRIBUTING FACTORS.
Narrative: ACFT #1 WAS CLRED FOR GPS 4 APCH INTO GVL. NEAR THE NDB (FKV) ACFT #1 RPTED AN NMAC REQUIRING EVASIVE ACTION AND ASKED WHY I DID NOT SEE THE TFC. I RESPONDED THAT I WAS BEING REQUIRED TO USE A RADAR SITE THAT DID NOT PROVIDE COVERAGE MUCH BELOW 5000 FT. THE INCIDENT OCCURRED AROUND 3000 FT. THE WORST ASPECT OF THIS INCIDENT IS THAT WE HAVE ACCESS TO A RADAR SITE THAT WILL PROVIDE COVERAGE TO THE GND IN THAT AREA. BUT IT WAS NOT IN USE BECAUSE WE DID NOT HAVE ENOUGH PEOPLE TO OPEN THE SECTOR.
