Narrative:

I have made several reports concerning 133.75 and other frequency problems in south texas. Once again it was impossible to communication with an air carrier entering the united states from mexico. The radar controller was distraction by having to perform our temporary fix and did not notice an FA50 and a carj in conflict. I was trying to communicate with mexico and paused to scan the scope when I noticed the conflict. This was not an imminent situation and as the radar controller is in training; I informed him that he had a confliction and told him to scan. He stopped working on the frequency problem and saw the confliction within a short period of time. There was ample spacing when he took action. This does; however; illustrate the serious situation these frequency and landline distrs are causing. Had we continued to work on the problems there would have been a loss of separation.

Title: ZHU CTLR VOICED CONTINUING CONCERN REGARDING A 133.75 FREQ PROBLEM; ALLEGING FREQ PROBLEM RESULTED IN NEAR LOSS OF SEPARATION.

Narrative: I HAVE MADE SEVERAL RPTS CONCERNING 133.75 AND OTHER FREQ PROBS IN SOUTH TEXAS. ONCE AGAIN IT WAS IMPOSSIBLE TO COM WITH AN ACR ENTERING THE UNITED STATES FROM MEXICO. THE RADAR CTLR WAS DISTR BY HAVING TO PERFORM OUR TEMPORARY FIX AND DID NOT NOTICE AN FA50 AND A CARJ IN CONFLICT. I WAS TRYING TO COMMUNICATE WITH MEXICO AND PAUSED TO SCAN THE SCOPE WHEN I NOTICED THE CONFLICT. THIS WAS NOT AN IMMINENT SITUATION AND AS THE RADAR CTLR IS IN TRAINING; I INFORMED HIM THAT HE HAD A CONFLICTION AND TOLD HIM TO SCAN. HE STOPPED WORKING ON THE FREQ PROB AND SAW THE CONFLICTION WITHIN A SHORT PERIOD OF TIME. THERE WAS AMPLE SPACING WHEN HE TOOK ACTION. THIS DOES; HOWEVER; ILLUSTRATE THE SERIOUS SITUATION THESE FREQ AND LANDLINE DISTRS ARE CAUSING. HAD WE CONTINUED TO WORK ON THE PROBS THERE WOULD HAVE BEEN A LOSS OF SEPARATION.
