Narrative:

Right after completing the after start flow abeam gate; we smelled strong noxious fumes in the cockpit. We accomplished the recall items of smoke/fumes in cockpit and the qrc items. With the packs secured; the smell immediately dissipated and we had opened the cockpit windows also for ventilation. The cabin crew reported no adverse smells. We returned to the gate uneventfully and deplaned everyone to find the underlying maintenance cause of the recurring problem. Callback conversation with reporter revealed the following information: the reporter stated that since this is a chronic problem with the aircraft; he briefed the first officer prior to engine start. The fumes were vaporized hydraulic fluid. Oxygen masks were immediately donned; but the first officer and the flight attendant who entered the cockpit were admitted to the hospital for fume inhalation. The reporter is concerned that the increased outsourcing of maintenance is having a negative effect on the airworthiness of the airline's aircraft.

Title: FUMES WERE PRESENT IN THE COCKPIT OF B737-NG AFTER ENG START. FUMES DISSIPATED WITH PACKS OFF; AND ACFT RETURNED TO GATE.

Narrative: RIGHT AFTER COMPLETING THE AFTER START FLOW ABEAM GATE; WE SMELLED STRONG NOXIOUS FUMES IN THE COCKPIT. WE ACCOMPLISHED THE RECALL ITEMS OF SMOKE/FUMES IN COCKPIT AND THE QRC ITEMS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE REPORTER STATED THAT SINCE THIS IS A CHRONIC PROBLEM WITH THE ACFT; HE BRIEFED THE FO PRIOR TO ENG START. THE FUMES WERE VAPORIZED HYD FLUID. OXYGEN MASKS WERE IMMEDIATELY DONNED; BUT THE FO AND THE FA WHO ENTERED THE COCKPIT WERE ADMITTED TO THE HOSPITAL FOR FUME INHALATION.
