Narrative:
I released a flight with a no-go MEL for the megaphone. It states in the MEL manual that there are 2 installed and 2 required for dispatch. The captain and first officer also missed it. The MEL also stated that it can be applied if only baggage and cargo are carried. I will remember this MEL. Both the captain and dispatcher did not realize that there were 2 megaphones required for dispatch.

Title: A319 IS DISPATCHED WITH ONE MEGAPHONE INOPERATIVE IN VIOLATION OF THE MEL APPLIED.
Narrative: I RELEASED A FLT WITH A NO-GO MEL FOR THE MEGAPHONE. IT STATES IN THE MEL MANUAL THAT THERE ARE 2 INSTALLED AND 2 REQUIRED FOR DISPATCH. THE CAPT AND FO ALSO MISSED IT. THE MEL ALSO STATED THAT IT CAN BE APPLIED IF ONLY BAGGAGE AND CARGO ARE CARRIED. I WILL REMEMBER THIS MEL.
