Narrative:
On downwind to runway 22L on a visual approach; all was normal as gear was extended and flaps were put out. While descending in turn to final; needed more descent rate and called for flaps 40 degrees. Aircraft was not descending like flaps 40 degrees and a 40 KT headwind and then made sure flaps were in proper position. They were not. Flaps stopped at a position between 15-25 degrees. No split flap or irregular flying airplane. All normal except flaps not out. Went to a go around and went west to troubleshoot. Called dispatch and connect to maintenance which helped. Pulled a flap position circuit breaker per maintenance direction and said it should work. Discussed putting flaps down at this point but was not in a position to put flaps to 30 degrees and not knowing for sure if they will retract. We decided to do it on another approach. So shot another approach and flaps normal. Landed uneventfully. No emergency called as all worked on second approach but emergency equipment was standing at the ready per another agency request.

Title: FLAPS FAIL TO EXTEND BEYOND 15-25 DEGREES FOR B737-300 FLT CREW ON APCH. SUCCESSFUL EXTENSION ON SUBSEQUENT APCH FOLLOWING TROUBLESHOOTING WITH MAINT.
Narrative: ON DOWNWIND TO RWY 22L ON A VISUAL APCH; ALL WAS NORMAL AS GEAR WAS EXTENDED AND FLAPS WERE PUT OUT. WHILE DSNDING IN TURN TO FINAL; NEEDED MORE DSCNT RATE AND CALLED FOR FLAPS 40 DEGS. ACFT WAS NOT DSNDING LIKE FLAPS 40 DEGS AND A 40 KT HEADWIND AND THEN MADE SURE FLAPS WERE IN PROPER POS. THEY WERE NOT. FLAPS STOPPED AT A POS BTWN 15-25 DEGS. NO SPLIT FLAP OR IRREGULAR FLYING AIRPLANE. ALL NORMAL EXCEPT FLAPS NOT OUT. WENT TO A GAR AND WENT W TO TROUBLESHOOT. CALLED DISPATCH AND CONNECT TO MAINT WHICH HELPED.
