Narrative:
The radar controller issued a descent clearance to aircraft Y from FL380 to 14000 ft. Aircraft X was crossing aircraft Y route at FL350. When I noticed the situation; I notified the radar controller the descent wasn't going to work. The radar controller then stopped the aircraft Y descent at FL360 but the aircraft was already through FL360. The aircraft then climbed back to FL360. The aircraft was in the jball at FL357. The supervisor was aware of the situation and said it was fine.

Title: ZNY HDOF CTLR OBSERVED CONFLICT DEVELOPING AT FL350 BETWEEN ENROUTE AND DESCENDING ACFT; CTLR ADVISED; CORRECTIVE ACTION TAKEN; NO OPERROR.
Narrative: THE RADAR CTLR ISSUED A DSCNT CLRNC TO ACFT Y FROM FL380 TO 14000 FT. ACFT X WAS XING ACFT Y RTE AT FL350. WHEN I NOTICED THE SITUATION; I NOTIFIED THE RADAR CTLR THE DSCNT WASN'T GOING TO WORK. THE RADAR CTLR THEN STOPPED THE ACFT Y DSCNT AT FL360 BUT THE ACFT WAS ALREADY THROUGH FL360. THE ACFT THEN CLBED BACK TO FL360. THE ACFT WAS IN THE JBALL AT FL357. THE SUPVR WAS AWARE OF THE SITUATION AND SAID IT WAS FINE.
