Narrative:
Working local control during a moderate traffic session. Had 4 aircraft sequenced for arrival. ZLC sector 6 is responsible for sequence of IFR traffic. There is no radar display in the tower. Salt lake LOA states that aircraft must be switched to tower prior to 10 mi unless otherwise coordination or if they have time. The LOA is expired and needs updating. While working local control I had 1 aircraft on final and 1 turning base to final (DA40). (DH8) calls on a 6 mi final descending rapidly due to altitude. I had to take action to move the DA40 off of final to avoid a near miss. Salt lake inbound the DH8D 30 mi to the west but did not switch the aircraft until 6 mi final at bzn. This is a common occurrence and in my view is very unsafe. We have tried to mediate the problem with salt lake but it seems no action has been taken to remedy the problem.
