Narrative:
The incident was an engine surge in a B757 ETOPS aircraft at 18000 ft on climb out from ZZZ on an IFR passenger part 121 flight. The QRH was completed; an emergency declared; a return to ZZZ via the ILS xxl requested and cleared; and emergency vehicles summoned. The approach and landing were normal within all limits. Rescue vehicles noted a fuel leak and our taxi was arrested short of xx on a at ZZZ. Through ground we communicated with the emergency vehicles; summoned maintenance; secured the engine. The only complication involved communication on 3 frequencys; ZZZ ATC ground; which also included direct and relayed communication with rescue; company ramp and operations; to bring out maintenance; receive ramp clearance and summon the tug; and interphone to both maintenance and ground tug operator. At one point the tug driver started rolling before ground crews all reported ready; however within 100 yards; the aircraft was stopped and all parties consented to further progress to the gate for flight termination and passenger deplaning.

RESCUE VEHICLES NOTED A FUEL LEAK AND OUR TAXI WAS ARRESTED SHORT OF XX ON A AT ZZZ. THROUGH GND WE COMMUNICATED WITH THE EMER VEHICLES; SUMMONED MAINT; SECURED THE ENG.
