Aircraft X was NORDO at 5000 ft. Eastbound aircraft Y was descending from 6000 ft wbound. Aircraft X went NORDO and I had missed the issued turn to the localizer. I turned aircraft Y to avoid a midair.

Title: CLT CTLR DESCRIBED CONFLICT EVENT ON FINAL AT 4500 DUE TO NORDO ACFT NOT RESPONDING TO INSTRUCTIONS.
Narrative: ACFT X WAS NORDO AT 5000 FT. EBOUND ACFT Y WAS DSNDING FROM 6000 FT WBOUND. ACFT X WENT NORDO AND I HAD MISSED THE ISSUED TURN TO THE LOC. I TURNED ACFT Y TO AVOID A MIDAIR.
