Narrative:
We received an ECAM message 'circuit breaker tripped on ovd panel.' discovered #1 engine high pressure fuel shutoff valve circuit breaker open. Initiated phone patch via commercial rdo with dispatch. During conference with dispatch and maintenance control; decision was made to return to ZZZ. No emergency was declared; ATC clearance was received; and aircraft was landed in ZZZ under maximum landing weight. At gate; #1 engine did not shut down with engine master switch and had to be shut down with #1 fire switch. The decision was made not to reset the hp fuel sov circuit breaker due to a possible electrical short in the fuel system; and to not continue to destination. Nothing can be done to prevent maintenance issues like this. Whenever a non-normal event occurs; it is imperative to communicate with all available resources to assure a positive outcome.
