Narrative:
Departed ZZZ1 weight restr due to ZZZ1 runway. 177 passenger and fuel at 42000 pounds. ATC rerouted us numerous times. Reroutes added about 200 mi to our routing couple that with WX deviations and holding going into phl we had to divert to ZZZ2 for fuel. Declared minimum fuel. Due to weight restr for a short runway at ZZZ1; flight left for phl with required minimum fuel (15 min hold and 45 min reserve) required for flight with little room for deviation or reroute. Even if WX in phl is good; getting into phl without flow control; holding etc; depends on time of day and is problematical at best. Recommend adding fuel when arrival times at phl concurrent with historical data which indicate that phl arrs are likely to be encumbered by ATC flow control and anticipated holding events.
