Narrative:
Upon leaving the tie-down area at camarillo airport the right rudder lost authority/authorized along with a soft brake. The turn continued and the left wingtip of the 414 contacted the spinner of the king air. Several seconds were spent trying to regain rudder authority/authorized to stop the turn. Engines were shut down immediately; but not in time to prevent the 414 from contacting the king air. If the engines were shut down immediately; all forward motion would have been terminated.

Title: LOSS OF STEERING AND BRAKES WHILE MANEUVERING ON RAMP RESULTS IN C414 STRIKING PARKED BE90.
Narrative: UPON LEAVING THE TIE-DOWN AREA AT CAMARILLO ARPT THE R RUDDER LOST AUTH ALONG WITH A SOFT BRAKE. THE TURN CONTINUED AND THE L WINGTIP OF THE 414 CONTACTED THE SPINNER OF THE KING AIR. SEVERAL SECONDS WERE SPENT TRYING TO REGAIN RUDDER AUTH TO STOP THE TURN. ENGS WERE SHUT DOWN IMMEDIATELY; BUT NOT IN TIME TO PREVENT THE 414 FROM CONTACTING THE KING AIR. IF THE ENGS WERE SHUT DOWN IMMEDIATELY; ALL FORWARD MOTION WOULD HAVE BEEN TERMINATED.
