Narrative:
Upon landing and rolling out on runway 16C at sea our instruction was 'company number on november cross 16L traffic holding in position; contact ground on the other side.' since we received that clearance right as we turned onto taxiway north; I kept my speed up (ie; taxi speed approximately 20 KTS) and turned onto taxiway north. I repeated the clearance to the first officer 'cleared to cross.' while on taxiway north I looked back as best I could to see if I could see the traffic holding in position. Since taxiway north is a high speed turn off taxiway; it was extremely difficult to look back and see the aircraft that was holding on runway 16L. Looking back through window 3 on my side; I could see an aircraft on runway 16L with their landing lights on. Keep in mind I see him in the very back of window 3. I look forward and say to my first officer; 'he's holding cleared left.' as I turn onto runway 16L I again look back to the left and since I am now 90 degrees to runway 16L; I have a much better look at the runway. I make the comment 'holy sh...T because now I see an aircraft not holding in position; but what looks to be coming down the runway. It takes a second or two to realize the aircraft is at taxi speed but the aircraft is so much closer to us. I believe the aircraft turned on left and exited the runway. After we crossed the runway and talked to ground control; I asked my first officer if he heard the cleared to cross as I did and he said yes. I then told him I would call the tower after we got to the gate to ask them just what had happened. I told him it appeared to me that the aircraft had landed on the left. I thought this because I do not remember hearing any takeoff clearance given to the other carrier. After we were at the gate I called sea tower and talked to the supervisor on duty. When I told him who we were (flight number and airline) he said; 'yea; I am really sorry -- that was our fault.' I asked him if the other carrier had landed and he said no; that the jet had aborted his takeoff. This shocked me because I never heard a clearance given to any other aircraft while we were rolling out on runway 16C. Also; I have noticed that since I have been disallowed from using my bose QC2 headset and ufly microphone combination and have reverted back to the company issue headset; I cannot listen to 2 frequencys at the same time without concentrating on blocking out one frequency mentally totally ignoring that frequency. I have noticed this a lot on the ding to the flight attendants before takeoff and trying to listen to them and tower at the same time. I believe this is due to the fact that the sound is only coming in 1 ear and is mono. I never had this type of problem before with my bose QC2/ufly microphone setup. I truly believe that had I had that on; I might have heard tower talk to and clear the other carrier for takeoff. Using the company issued headset allows the uncovered ear to bring in a lot of other noise (like reversers) that would not be there as much with the bose QC2/ufly microphone setup. To me; it becomes a safety of flight issue now not having the ability to listen to 2 different frequencys and having the company require us to monitor the company frequency for all ground operations. I also have to give credit to the other carrier's crew for their heads up situational awareness and aborting their takeoff.

Title: SEA LOCAL ATC CTLR CLEARED AN ACR ACFT LNDG ON RWY 16C TO CROSS RWY 16L CAUSING AN ACR ACFT ON RWY 16L TO ABORT ITS TKOF.
Narrative: UPON LNDG AND ROLLING OUT ON RWY 16C AT SEA OUR INSTRUCTION WAS 'COMPANY NUMBER ON NOVEMBER CROSS 16L TFC HOLDING IN POS; CONTACT GND ON THE OTHER SIDE.' SINCE WE RECEIVED THAT CLRNC RIGHT AS WE TURNED ONTO TXWY N; I KEPT MY SPD UP (IE; TAXI SPD APPROX 20 KTS) AND TURNED ONTO TXWY N. I REPEATED THE CLRNC TO THE FO 'CLRED TO CROSS.' WHILE ON TXWY N I LOOKED BACK AS BEST I COULD TO SEE IF I COULD SEE THE TFC HOLDING IN POS. SINCE TXWY N IS A HIGH SPD TURN OFF TXWY; IT WAS EXTREMELY DIFFICULT TO LOOK BACK AND SEE THE ACFT THAT WAS HOLDING ON RWY 16L. LOOKING BACK THROUGH WINDOW 3 ON MY SIDE; I COULD SEE AN ACFT ON RWY 16L WITH THEIR LNDG LIGHTS ON. KEEP IN MIND I SEE HIM IN THE VERY BACK OF WINDOW 3. I LOOK FORWARD AND SAY TO MY FO; 'HE'S HOLDING CLRED L.' AS I TURN ONTO RWY 16L I AGAIN LOOK BACK TO THE L AND SINCE I AM NOW 90 DEGS TO RWY 16L; I HAVE A MUCH BETTER LOOK AT THE RWY. I MAKE THE COMMENT 'HOLY SH...T BECAUSE NOW I SEE AN ACFT NOT HOLDING IN POS; BUT WHAT LOOKS TO BE COMING DOWN THE RWY. IT TAKES A SECOND OR TWO TO REALIZE THE ACFT IS AT TAXI SPD BUT THE ACFT IS SO MUCH CLOSER TO US. I BELIEVE THE ACFT TURNED ON L AND EXITED THE RWY. AFTER WE CROSSED THE RWY AND TALKED TO GND CTL; I ASKED MY FO IF HE HEARD THE CLRED TO CROSS AS I DID AND HE SAID YES. I THEN TOLD HIM I WOULD CALL THE TWR AFTER WE GOT TO THE GATE TO ASK THEM JUST WHAT HAD HAPPENED. I TOLD HIM IT APPEARED TO ME THAT THE ACFT HAD LANDED ON THE L. I THOUGHT THIS BECAUSE I DO NOT REMEMBER HEARING ANY TKOF CLRNC GIVEN TO THE OTHER CARRIER. AFTER WE WERE AT THE GATE I CALLED SEA TWR AND TALKED TO THE SUPVR ON DUTY. WHEN I TOLD HIM WHO WE WERE (FLT NUMBER AND AIRLINE) HE SAID; 'YEA; I AM REALLY SORRY -- THAT WAS OUR FAULT.'
