Narrative:
Phl has 2 tower frequencys in operation, with 2 aircraft holding short of runway 9L after landing and our flight in position and hold. We were cleared for takeoff. Without our hearing the other 2 aircraft were cleared to cross our runway by another tower frequency. Our tower called for us to stop on runway. As we noticed the aircraft starting to cross, we ended up about 600 ft down runway 9L with brakes set, watching the parade. Bos has the answer. After landing, aircraft are told to hold short of runway, monitor the runway tower frequency. That way aircraft crossing and those told to take off can all hear what is going on.

Title: B737 CREW IS CLRED FOR TKOF BY PHL LCL CTLR THEN IMMEDIATELY AFTER ORDERED TO STOP BECAUSE OF ACFT XING THE RWY.
Narrative: PHL HAS 2 TWR FREQS IN OP, WITH 2 ACFT HOLDING SHORT OF RWY 9L AFTER LNDG AND OUR FLT IN POS AND HOLD. WE WERE CLRED FOR TKOF. AS WE NOTICED THE ACFT STARTING TO CROSS, WE ENDED UP ABOUT 600 FT DOWN RWY 9L WITH BRAKES SET, WATCHING THE PARADE. BOS HAS THE ANSWER. AFTER LNDG, ACFT ARE TOLD TO HOLD SHORT OF RWY, MONITOR THE RWY TWR FREQ. THAT WAY ACFT XING AND THOSE TOLD TO TAKE OFF CAN ALL HEAR WHAT IS GOING ON.
