Narrative:
At a busy class D airspace; the tower controller had their hands full. In my opinion; the controller used a 'rough tone' to create a potentially unsafe situation. The local controller was working intersecting runways. The controller commanded departing pilots to 'taxi up to; but hold short of the runway' multiple times. Every time; the pilot said that they were 'at the hold short lines.' however; the controller wanted them to 'taxi past the hold short line; but hold short of the runway.' a mutually exclusive event. The runway is situated such that there is a taxiway that leads onto the actual physical runway. However; the hold short lines are indeed on the 'bend of taxiway.' had the controller not 'shot the gap' correctly; a potentially fatal situation could have developed; all because the controller was telling pilots to 'taxi past the hold short lines; but hold short of the runway;' in my opinion; using a 'rough tone' to intimidate the pilots into complying.

Title: C172 OPERATING OUT OF DPA VOICED CONCERN REGARDING CTLR PHRASEOLOGY; 'TAXI UP TO; BUT HOLD SHORT OF THE RWY;' AND USING A 'ROUGH TONE.'
Narrative: AT A BUSY CLASS D AIRSPACE; THE TWR CTLR HAD THEIR HANDS FULL. IN MY OPINION; THE CTLR USED A 'ROUGH TONE' TO CREATE A POTENTIALLY UNSAFE SITUATION. THE LCL CTLR WAS WORKING INTERSECTING RWYS. THE CTLR COMMANDED DEPARTING PLTS TO 'TAXI UP TO; BUT HOLD SHORT OF THE RWY' MULTIPLE TIMES. EVERY TIME; THE PLT SAID THAT THEY WERE 'AT THE HOLD SHORT LINES.' HOWEVER; THE CTLR WANTED THEM TO 'TAXI PAST THE HOLD SHORT LINE; BUT HOLD SHORT OF THE RWY.' A MUTUALLY EXCLUSIVE EVENT. THE RWY IS SITUATED SUCH THAT THERE IS A TXWY THAT LEADS ONTO THE ACTUAL PHYSICAL RWY. HOWEVER; THE HOLD SHORT LINES ARE INDEED ON THE 'BEND OF TXWY.'
