Narrative:
Aircraft X nebound at FL240 descending to FL210 35 mi southwest of ckb VOR. I initiated an automated radar handoff to the ZDC elkins sector (W15). I then coordinated with the ZDC elkins sector to accept the automated handoff on aircraft X and initiate a handoff to the ZOB morgantown sector (C53); and I would frequency change aircraft X to ZOB morgantown sector (C53) when they accepted the radar handoff. The controller at ZDC elkins sector agreed to handoff aircraft X to ZOB elkins sector (C53) and also stated 'point out approved.' the controller at ZDC elkins sector did not handoff aircraft X to the ZOB morgantown sector (C53) and entered ZOB morgantown sector (C53) airspace without a handoff. I believe I was charged with this operational deviation in error. I fulfilled my requirements to handoff aircraft Y. I believe my being implicated and charged in this operational deviation is due to a misinterp of the ATC manual 7110.65 by FAA management at ZID.

Title: ZID CTLR IS IMPLICATED IN AN OPDEV DURING A HDOF PROC THAT INVOLVED THREE SECTORS; REPORTER ALLEGES HDOF ACTION/S WERE IN COMPLIANCE.
Narrative: ACFT X NEBOUND AT FL240 DSNDING TO FL210 35 MI SW OF CKB VOR. I INITIATED AN AUTOMATED RADAR HDOF TO THE ZDC ELKINS SECTOR (W15).
