Narrative:
Runways 23 and 10 in use; pattern traffic on runway 23; BE23 reports 5 mi west; told to make a straight in to runway 10; report 3 mi final. I had cleared a C172 for takeoff runway 23; and didn't see the BE23; after a re-scan off the runways; I saw BE23 approximately 1/2 to 3/4 mi final to runway 10. The C172 was slow to start its takeoff roll; so I stopped him on the runway short of the intersection of runway 23 and runway 10. I started to transmit to BE23; but stopped as I don't believe it went out. BE23 landed without a clearance. Recent radio problems and sunny day with haze; added to the visibility problem. BE23 sounded a little rusty and not used to a controled field.

Title: LAF CTLR CANCELED TKOF CLRNC FOR RWY 23 DEP WHEN RWY 10 ARR FAILED TO REPORT 3 MILE FINAL AND LANDED WITHOUT CLRNC; SEPARATION MAINTAINED.
Narrative: RWYS 23 AND 10 IN USE; PATTERN TFC ON RWY 23; BE23 RPTS 5 MI W; TOLD TO MAKE A STRAIGHT IN TO RWY 10; RPT 3 MI FINAL. I HAD CLRED A C172 FOR TKOF RWY 23; AND DIDN'T SEE THE BE23; AFTER A RE-SCAN OFF THE RWYS; I SAW BE23 APPROX 1/2 TO 3/4 MI FINAL TO RWY 10. THE C172 WAS SLOW TO START ITS TKOF ROLL; SO I STOPPED HIM ON THE RWY SHORT OF THE INTXN OF RWY 23 AND RWY 10. I STARTED TO XMIT TO BE23; BUT STOPPED AS I DON'T BELIEVE IT WENT OUT. BE23 LANDED WITHOUT A CLRNC. RECENT RADIO PROBS AND SUNNY DAY WITH HAZE; ADDED TO THE VISIBILITY PROB. BE23 SOUNDED A LITTLE RUSTY AND NOT USED TO A CTLED FIELD.
