Narrative:
We left st louis enroute to laguardia with an inoperative #2 fuel quantity gauge. Thus dripsticks were used by maintenance at st louis to verify fuel in tank #2. In cruise flight, boost pump low pressure lights coming on told us we had very little fuel in tank #2. We proceeded to laguardia, landing uneventfully while xfeeding #2 engine from tanks #1 & 3. Tank #2 was virtually empty on landing. Maintenance at st louis did not put the fuel in the tank, apparently, even though they filled out paperwork to the contrary. How to fix the problem? Fix the airplanes when something breaks, and hire only people who know what they are doing.
