Narrative:
Departures off the bct airport IFR flying into mia approach's airspace will not flash to mia approach (automatic or forced). This has been reported to management/automations for at least 4 yrs and is going to result in some sort of incident with either mia approach's traffic if it is not caught in time; or in pbi's airspace while the controller scrambles to get mia approach on the line to coordinate a verbal/manual handoff at the last second. I was not working position this particular time; I was working another position and observed this instance; but it has happened to me many times over the last few yrs.

Title: PBI CONTROLLER VOICED CONCERN REGARDING REPEATED AUTOMATED HAND OFF FAILURES INVOLVING IFR BCT DEPARTURE AIRCRAFT DURING HANDOFF ATTEMPTS TO MIA.
Narrative: DEPS OFF THE BCT ARPT IFR FLYING INTO MIA APCH'S AIRSPACE WILL NOT FLASH TO MIA APCH (AUTO OR FORCED). THIS HAS BEEN RPTED TO MGMNT/AUTOMATIONS FOR AT LEAST 4 YRS AND IS GOING TO RESULT IN SOME SORT OF INCIDENT WITH EITHER MIA APCH'S TFC IF IT IS NOT CAUGHT IN TIME; OR IN PBI'S AIRSPACE WHILE THE CTLR SCRAMBLES TO GET MIA APCH ON THE LINE TO COORDINATE A VERBAL/MANUAL HDOF AT THE LAST SECOND. I WAS NOT WORKING POS THIS PARTICULAR TIME; I WAS WORKING ANOTHER POS AND OBSERVED THIS INSTANCE; BUT IT HAS HAPPENED TO ME MANY TIMES OVER THE LAST FEW YRS.
