Unable to get normal runway lighting intensity by keying microphone on frequency 118.3 (tower being closed). Runway lights seem to be stuck on very low intensity.

Title: ACR MLG UNABLE TO KEY APCH AND RWY LIGHTS WITH RADIO AFTER TWR CLOSED.
Narrative: UNABLE TO GET NORMAL RWY LIGHTING INTENSITY BY KEYING MIKE ON FREQ 118.3 (TWR BEING CLOSED). RWY LIGHTS SEEM TO BE STUCK ON VERY LOW INTENSITY.
