Narrative:
Bos-phl. First officer flying, descending to 7000' as clrd by mc guire approach control. Frequency 127.5 near coyle VORTAC. Flight on westerly heading to depart coyle VORTAC on 283 degree radial. Mc guire approach control reported traffic at 6000', an mlt Y. Captain replied negative contact. Controller reported mlt Y climbing through 7000' rapidly. A few seconds later we saw an mlt Y 12 O'clock, slightly lower and climbing (lots of smoke and landing lights on). First officer started left turn, captain informed controller, took controls and turned further left. Mlt Y appeared to be in left turn also. Aircraft passed within approximately 1 mi of each other at an altitude of approximately 7600', about 1:30-2 O'clock position. Resumed normal operation. Controller reported mlt Y was not clrd to climb by approach control, but by the center. This type of problem has occurred in this area before. This may be a tough area for ATC due to arwy structure and actual traffic flow.

Title: LGT GIVEN TRAFFIC AND THEN EVASIVE ACTION TO MISS CLIMBING MLT UNDER SEPARATE ATC JURISDICTION. OPERATIONAL ERROR.
Narrative: BOS-PHL. F/O FLYING, DSNDING TO 7000' AS CLRD BY MC GUIRE APCH CTL. FREQ 127.5 NEAR COYLE VORTAC. FLT ON WESTERLY HDG TO DEPART COYLE VORTAC ON 283 DEG RADIAL. MC GUIRE APCH CTL RPTED TFC AT 6000', AN MLT Y. CAPT REPLIED NEGATIVE CONTACT. CTLR RPTED MLT Y CLBING THROUGH 7000' RAPIDLY. A FEW SECS LATER WE SAW AN MLT Y 12 O'CLOCK, SLIGHTLY LOWER AND CLBING (LOTS OF SMOKE AND LNDG LIGHTS ON). F/O STARTED LEFT TURN, CAPT INFORMED CTLR, TOOK CTLS AND TURNED FURTHER LEFT. MLT Y APPEARED TO BE IN LEFT TURN ALSO. ACFT PASSED WITHIN APPROX 1 MI OF EACH OTHER AT AN ALT OF APPROX 7600', ABOUT 1:30-2 O'CLOCK POS. RESUMED NORMAL OPERATION. CTLR RPTED MLT Y WAS NOT CLRD TO CLB BY APCH CTL, BUT BY THE CENTER. THIS TYPE OF PROB HAS OCCURRED IN THIS AREA BEFORE. THIS MAY BE A TOUGH AREA FOR ATC DUE TO ARWY STRUCTURE AND ACTUAL TFC FLOW.
