Narrative:

After takeoff we could not retract the gear. The handle would not move to the up position; the gear stayed in the down and locked safe position with 4 green lights. We complied with all the checklist; called maintenance control and dispatch and returned to ZZZ. We didn't have to dump fuel and we made a normal return; approach and landing. I didn't declare an emergency because I felt we were not in one because no dumping was required and the checklist states; 'failure should have no adverse effect on landing;' and also the gear was in the down and locked safe position; normal for landing. Once on the ground and we secured the aircraft we wrote up the malfunction and air turn back in the logbook and kept the paperwork. Note: the gear pins were not installed.
