Narrative:
Arrived at gate single engine with APU off as per company request. While waiting for ground power to be hooked up; the fueler arrived and began fueling the aircraft while the right engine was running and passenger were on board. The beacon was on and operating. Inadequate training of ground personnel as to single engine taxi procedures with APU off.
