Narrative:
TOGW-142.0/OAT -2C/flap 2. We were cleared ord-3 departure. We took-off on runway 22L and turned to assigned heading 180 degrees. The revised ord-3 has a crossing restr of 3000 ft at 5 DME off ord VOR. Although we were light and delayed flap retraction to position 1; we barely made the restr. The VOR appears to be on the north side of the field; approximately 2 miles from departure end of runway 22L. Therefore; aircraft are required to climb 2400 ft in approximately 3 miles. Please ask ATC to review the departure.
