Narrative:
While instructing on final approach position; I observed an aircraft (C560XL) at 031 ft in close proximity to an obstruction (antenna) where the MVA is 041 ft and the low altitude alert was being displayed. The citation was on an IFR flight plan and under the control of the radar west controller at austin approach. I asked the controller if the aircraft was already cleared for a visual approach and I received an indication that he was.

Title: AUS Approach Controller observed terrain conflict alert in another Controller's area; coordinated and determined aircraft in question was on visual approach.
Narrative: While instructing on final approach position; I observed an aircraft (C560XL) at 031 FT in close proximity to an obstruction (antenna) where the MVA is 041 FT and the low altitude alert was being displayed. The Citation was on an IFR flight plan and under the control of the Radar West Controller at Austin Approach. I asked the Controller if the aircraft was already cleared for a visual approach and I received an indication that he was.
