Narrative:
ZZZ1 reported moderate turbulence on ATIS below 5;000 ft. On final over final approach; an air carrier went around due to loss of 20 KTS. On descent we started encountering moderate turbulence at 8;000 ft. Slowly increase to severe at 5;000 ft. We initiated a go around experiencing severe turbulence on the climbout. Started approach with 5.2 and then decided to divert to ZZZ2. We declared emergency fuel climbing out of ZZZ1. We landed in ZZZZ with 3.0. ZZZ1 tower reported that the winds had been acting up for about 30-45 minutes. There were no indications on ATIS about the weather phenomenon.
