Narrative:
We were cleared to land at jfk on runway 22R. At this time; we were on about a 2 miles final. As we began our power reduction to idle (at about 50 ft); I noticed an aircraft; taxiing on taxiway J; coming from the direction of runway 22L heading toward runway 22R. He was taxiing at an excessive pace. I stated; 'it doesn't look like he is going to stop.' the captain said; 'I'll be on the brakes with you as soon as we touch down.' when the aircraft touched down; the captain and I both applied maximum braking along with the use of reverse thrust to stop the aircraft as soon as possible. The taxiing aircraft crossed runway 22R on taxiway J in front of us and was just beginning to vacate the runway/cross the hold short line as we were about 1 centerline stripe away. We stopped the aircraft at the intersection of taxiway J and waited to exit the runway behind the taxiing aircraft. Tower attempted to contact the taxiing aircraft at this time with no response. We taxied to the ramp with no further incident. Supplemental information from acn 818118: we landed on runway 22L at jfk; were instructed to exit at taxiway 'J' and hold short of runway 22R. Nothing out of the ordinary followed until I heard the controller jump on aircraft X (a couple/few aircraft in front of us) telling them to 'get away from the runway;' apparently their tail had not entirely cleared the runway. A moment later aircraft X called the controller back and said; 'sorry; but we were not told what to do after crossing.' controller replied; 'understood.' within minutes we were number one holding short of runway 22R. Clearance came to us; to the best of my memory; sounding like this; 'aircraft Y clear to cross runway 22R; no delay; traffic on a 5 mile final.' first officer read back the clearance and we proceeded. I looked right and saw lights at the end of the runway as though an aircraft was in position and hold. Nothing out of the ordinary about that either. As we were crossing the runway; first officer said; 'hey; there's an airplane landing.' I looked and saw that the aircraft was still pretty far from us..... Not a factor as far as a collision goes. Was clearing by this time. After clearing; I heard the numbers 'aircraft Y sweep' something or rather; and was just about ready to say 'say again for aircraft Y' when another aircraft or vehicle replied to the call. I was confused for a second and asked the first officer; 'who was that? We were cleared to cross; right?' he replied; 'yes; and I read back the clearance.' we waited for a brief moment for a call. I told the first officer 'yeah; we're fine or they would have been screaming at us by now.' we continued the taxi on 'a' and contacted ground; reported our position and was told to hold short of 'Q' until we were able to enter the ramp. At no time did the controllers call us and tell us we messed up; and I didn't expect them to as both myself and my first officer are 100% certain about receiving a clearance to cross. Supplemental information from 818119: it then appeared that the airport immediately changed the particular controller who was handling tower at that moment.

Title: CRJ flight crew had to stop abruptly to avoid E145 taxiing across their runway at JFK.
