Narrative:
Outside of ickel on ILS 18R; approach control told us to turn to 150 degree heading; maintain 4;000 ft till established; cleared ILS 18R approach; switch to tower and report netee. We intercepted localizer outside ickel and remained at 4;000 ft until ickel; then descended to 3;000 ft and intercepted the GS. After getting to 3;000 ft; we noticed the ball note on the chart and questioned its meaning. We landed uneventfully and without question from ATC. After talking with ATC representative from the union and finding out that we were correct in what we did; I would like to see the ball note explained more clearly or know if our procedure was incorrect.
