Narrative:
Approaching ZZZ while configuring for approach to runway xxl; aircraft stabilized at flaps 1 degree and 220 KIAS. At approximately GS intercept altitude; as flap handle was selected to 5 degrees and within approximately 30 seconds; the discrete amber flaps 'trailing edge' annunciator and upper EICAS 'trailing edge flap disagreement' warning message simultaneously illuminated. At that point we accomplished a go-around and declared an emergency and received vectors and an altitude to work on our problem. Upon attempted accomplishment of the 767 'trailing edge flap disagreement' checklist; discrete amber annunciator and upper EICAS message flashed simultaneously momentarily to off; then back on (approximately twice) when the checklist directed us to place the 'alternate flaps switch' to 'alternate.' at this point in the checklist; if the amber light stays on; the checklist directs you to the 'trailing edge flap asymmetry' checklist. We completed all required checklists and returned for an approach to the wider runway (runway xxr). We landed uneventfully with the flaps indicating 1 degree. We taxied to our normal arrival gate; dismissed the emergency equipment and passengers deplaned without further incident.

Title: A B767-300 flight crew experienced EICAS 'TE FLAP DISAGREE' message on approach. They declared an emergency; ran the procedure; and landed with flaps set to position 1.
