Narrative:

An air carrier flight filed and flew the wzrrd two arrival. NOTAM: 03/011 (A0074/08) - airspace wzrrd two arrival: shaar transition: route from druzz intersection to wzrrd intersection not authorized. After druzz intersection; expect radar vectors to aml VORTAC. Wie until ufn. Created: mar/xa/08. The FAA has notamed out the wzrrd two; but continues to allow facilities to issue an authorized route. The FAA refuses to fix the problem. The FAA is allowing pilots to file unauthorized routes. Callback conversation with reporter revealed the following information: after reviewing the NOTAM and learning that only two legs of the procedure are not authorized; the reporter revised his concern from dismay over clearing flights via the wzrrd STAR to concern that pilots are failing to refrain from flying the unauthorized legs of the procedure. Flights are switched to approach control about five miles prior to druzz and; when traffic is heavy; are often unable to check in and receive their vector prior to passing the fix. According to reporter; pilots then respond in one of three ways. If they are familiar with the NOTAM they will either continue the track they were on or -- assuming they should react as though in a lost com situation -- will proceed directly to dca; the sole remaining point on their airways clearance. If they are not familiar with the NOTAM they will simply fly the unauthorized legs; turning toward bunnn; precisely what the NOTAM attempts to prevent. Reporter stated frustration with the fact the NOTAM has been in effect for roughly one year and yet the procedure has never been revised; thus making these sorts of errors predictable.
