Narrative:
I was handed off from approach 5 NM from ZZZ on a straight-in visual approach for runway 32R. I contacted the tower stating I was on a visual approach for runway 32R. Tower told me to continue and report a 2 mile final. I reported a 2 mile final for runway 32R; and tower told me to 'change to runway 32L; runway 32L cleared to land.' I acknowledged the clearance and continued inbound for runway 32L. I received no tas of the skipper in the traffic pattern for runway 32R. At a 1 mile final; I looked to my right to see the skipper on a right base and flew through the runway 32R approach path and flew directly in front of me. The distance at this moment was no more than 200 ft. I executed a go-around and an immediate climb; and tower then tells me to 'make an immediate right turn.' I immediately executed a climbing right turn to miss the skipper. The tower then gave me a clearance to land on runway 32R and thanked me for my assistance. I landed without incident and taxied in to the ramp. Upon reaching the ramp; I witnessed the skipper land and taxi onto the adjacent taxiway. The pilot of the skipper seemed to not know what was going on because he proceeded to taxi off the taxiway onto an unimproved portion of the ramp. The airport fire department came to his assistance and escorted him to his hangar.

Title: Beechcraft A36 pilot on final for one runway experienced a NMAC with a Beechcraft Skipper flown by an apparently disoriented pilot who flew his base leg across the extended runway centerline for the parallel runway.
