Narrative:
Cleared to taxi to runway 20 via fox-alpha at cha; had airport diagram out and studied. Saw taxi sign turned right on what I thought was alpha. Turned out to be a construction road which paralleled alpha and the runway. The real alpha and the runway were 12-15 ft higher than the road and not visible from my position. Approximately 600-800 ft down the road; it was blocked by material and equipment where were not visible from the intersection which foxtrot because of fog. There were no signs at the entrance to the road; no charting; no NOTAMS; and no warning by ground control.
