Narrative:
Aircraft #1 was descended to 15;000 ft and issued a north vector for holding. Aircraft #1 then descended below 15;000 ft without clearance and got in conflict with aircraft #2 holding at 14;000 ft with approach. I immediately climbed aircraft #1 to 17;000 ft and issued traffic.

Title: ZDC controller described loss of separation event at 15;000 during holding procedures when air carrier descended below assigned altitude and conflicted with holding aircraft below.
Narrative: Aircraft #1 was descended to 15;000 FT and issued a north vector for holding. Aircraft #1 then descended below 15;000 FT without clearance and got in conflict with Aircraft #2 holding at 14;000 FT with Approach. I immediately climbed Aircraft #1 to 17;000 FT and issued traffic.
