Narrative:
In apr/09; P31 operations manager placed a memo in the facility read binder changing nse arrival procedures effective in the next week. Prior to the memo; pilots inbound to nse via VFR routes change to tower frequency at a predetermined point. The new procedure requires pensacola TRACON controllers to switch the aircraft to the tower and; for an unknown amount of time; to advise each aircraft to remain on TRACON frequency until advised by TRACON to contact tower. The memo itself reads; '...when necessary' but the supervisors have been briefed to require it on every inbound. With hundreds of arrivals to nse each week day; this requirement is adding a large workload on the TRACON controllers and making frequency congestion a worse problem than it already is. This problem could have been avoided by asking nse tower to place a message about the new procedure on their ATIS broadcast.
