Narrative:

On takeoff when the captain tried to raise the gear; it would not go past the 'off' detent. Shortly thereafter; we had an EICAS message 'gear tilt.' as the flying first officer flew; the captain and I ran the appropriate checklist and called maintenance control. It took 15-20 minutes just to get maintenance on the line. First a non 747 mechanic came on; then finally the 747 mechanic. After all was said and done; we dumped fuel and returned uneventfully back to ZZZ. We had maintenance inspect us after landing before we taxied; and they did notice some hydraulic fluid dropping from the right main area.
