Narrative:
After being cleared to land on runway xx; I called for flaps 8 degrees below 200 KTS and we noticed a cas 'flaps fail' message. We elected to discontinue the approach and obtain vectors to perform the required checklist. Flaps were at 2 degrees on the left side and 0 degrees on the right side. ATC provided timely vectors; after running through the QRH procedure I briefed the flight attendant and passengers on the unusual landing attitude but elected not to issue any bracing instructions. First officer called dispatch and declared an emergency with the ATC facility. A few minutes later; we performed an uneventful landing and taxied back to the gate under our own power.
