Narrative:

Aircraft crossed pooch waypoint on the ELDEE4 STAR at 10000 ft instead of the mandatory and published altitude of 11000 ft. Pilot was advised by the controller; supervisor was advised by the controller; no further action was taken. Altitude deviations by air carrier pilots flying this procedure are numerous. Why the FAA does not stop using the 'descend via' procedure on the ELDEE4 STAR until a solution is found to correct this flawed procedure is a mystery to me.
