Narrative:

This is a 6 day asia flight starting in zzz and arriving in zzzz1. The second day is a flight from zzz1 to zzz2. The fourth day is a flight from zzz2 to zzz1. The sixth day is the completion of the trip from zzz1 to zzz. On day two the captain said that we had a FAA person joining us on the sixth day from hkg to ord. He further said that he would ask the person to take seat 4 behind him; but he could ask and is permitted to take any seat he likes. I asked if he was a pilot and if he was certified on the 400. The captain said that he did not need to have these qualifications to take the jump seat of his choice. I question the legality and safety of replacing a qualified 400 first officer with a non-qualified person. I first went to the FM for requirements of an augmented flight requiring additional pilots above basic certification and the duties and responsibilities of the relief pilots and that they had to be in there seats during critical phase of flight. After review of FM it was unclear to me the legality and safety of replacing a required pilot from his duty station during critical phase of flight. While walking to my room in sin. I told the captain that I would inquire into the far's for the requirements of a non-qualified person replacing a certified pilot from his normal duty station. While one part of the far allows a non-certified person to occupy an omc seat. The spirit of the far's; FM; and fom is to fly safe. It is my opinion that this would degrade the safety of that flight.
