Narrative:
Medium large transport X landed runway 9R and was told to hold short of runway 9L at dixie. I was preoccupied with trying to move some non delayed aircraft around some delayed aircraft on the taxiway and I didn't hear medium large transport X read back that he was crossing and he xed with a departure rolling on runway 9L. The only suggestion I have to prevent a recurrence is to slow the traffic down so that the controller doesn't get too preoccupied and they can catch every readback. As for the flight crew they should be more aware of all xmissions. And if they don't wear headsets, they should in a busy terminal area. In this instance I understand the copilot was talking to company radio.

Title: MLG LANDED RWY 9R AND WAS TOLD TO HOLD SHORT OF RWY 9L AT 'D'. ACFT CROSSED RWY WITHOUT CLRNC.
Narrative: MLG X LANDED RWY 9R AND WAS TOLD TO HOLD SHORT OF RWY 9L AT DIXIE. I WAS PREOCCUPIED WITH TRYING TO MOVE SOME NON DELAYED ACFT AROUND SOME DELAYED ACFT ON THE TXWY AND I DIDN'T HEAR MLG X READ BACK THAT HE WAS XING AND HE XED WITH A DEP ROLLING ON RWY 9L. THE ONLY SUGGESTION I HAVE TO PREVENT A RECURRENCE IS TO SLOW THE TFC DOWN SO THAT THE CTLR DOESN'T GET TOO PREOCCUPIED AND THEY CAN CATCH EVERY READBACK. AS FOR THE FLT CREW THEY SHOULD BE MORE AWARE OF ALL XMISSIONS. AND IF THEY DON'T WEAR HEADSETS, THEY SHOULD IN A BUSY TERMINAL AREA. IN THIS INSTANCE I UNDERSTAND THE COPLT WAS TALKING TO COMPANY RADIO.
