Narrative:
I was flying to tjrv airport and had changed over to tjrv frequency. I reported 10 miles out 'any traffic please advise' port authority comes on the frequency as they routinely do and asked me for 'name of pilot'; 'how many passengers'. I ignored them as I am beginning my before landing checklist. They continued these questions all the way in; distracting me from being able to listen for other traffic; do my checklists and watch for traffic. When I cleared the runway I informed them that if they needed that information to call our counter; but to remain off the frequency. This has been occurring now for months and I am getting nowhere with them. The airspace is getting extremely dangerous in that area as pilots are being issued 'cleared to land' instructions from a unicom. 'You are number 2 to land' etc. And not able to sequence themselves behind each other or talk to one another because the frequency is being tied up from some one who is trying to collect ramp fee's. I have heard many pilots complain about near mid air collisions because they are unable to give position reports. Please address this matter as I have tried to diplomatically talk with port authority and they simply believe they own the frequency and can do what ever they like at the expense of the pilots safety in the air.

Title: Pilot reports that the Port Authority at TJRV is using the UNICOM frequency to collect information that will be used to calculate ramp fees. The reporter finds the questioning distracting and not in compliance with the intended use of the UNICOM frequency.
