Narrative:
Flight was on a vector cleared to intercept 27L for a visual approach at 180 KTS and 3500 MSL. On a left base 7NM from anval we received traffic warning followed by climb climb climb instantly. I immediately initiated a climb from 3500 to 4500 and followed the vertical speed indicator until clear of conflict was heard. The target showed -200 then -100 in red directly underneath the aircraft. Visual contact was never made. ATC gave us a traffic alert as we started our climb and we informed them we were responding to a TCAS threat and climbing. I intercepted the localizer and returned to 3500 ft and continued the approach with no further incident. Aircraft operating in class B airspace without contacting ATC and without having turned on transponder until airborne and climbing. Suggest better radar coverage for ATC facility to identify aircraft without transponders.
