Narrative:
On departure; ATC informed us we were still under the floor of the sfo class B so we slowed. With automation; efb; it is almost impossible to get information on satellite airports and whether they lie beneath the floor of the class B. As an east coast pilot; I see arrival plates at teb stating maintain 250 till advised by ATC. We are below the floor of the class B and if we slow they yell at us. Coming out of pdk to the northeast; ATC asks why we are going 200 not 250. Answer we are below the floor of the class B. Departure stated we are on an IFR flight plan we can go 250. Sjc gave us vectors and turned us under the sfo class B at 5000 ft then chewed us out for going too fast - 250. What is going on? It seems ATC in different areas make up their own rules.

Title: CL604 flight crew was advised they have exceeded 200 KT speed restriction below Class B departing SJC. Reporter believes that this rule is regional; as he has been requested to speed up below east coast Class B.
