Narrative:
Climbout from psp. Clearance was cathedral 9 departure from runway 31L. During initial contact with departure; we asked for and received at 'VFR climb' clearance to 7000 ft; climb and maintain 13000 ft on course. With this clearance; it is my understanding that traffic and terrain separation is our responsibility and that we need not climb in the holding pattern over psp VOR to obtain the IFR MCA altitude noted in ball note 'a.' there wasn't a terrain or traffic issue that I am aware of.
