Narrative:
We were on short final at 1.9 miles from runway 28R at 600 ft when tower cleared traffic to depart crossing runway 1R creating a loss of separation. I alerted tower that we were short final and they had cleared traffic to depart on 1R. We were judging the acceleration of the departing aircraft and were ready to initiate a go around when we were instructed by the tower to go around.

Title: Air carrier on final for Runway 28R heard ATC clear a departure on Runway 1R; considered a go-around; and were then instructed by ATC to execute a go-around.
