Narrative:
Upon arriving at aircraft 45 minutes prior to departure; the APU was inoperative and the cabin temperature was 95 degrees with conditioned-air being applied to aircraft. The conditioned-air was ineffective. I asked boarding to be delayed until temperature was reduced. Asked for start carts for pressurized air to run the packs. Instead; another conditioned-air cart was hooked-up and was also ineffective. Asked again for start carts. Once these arrived; close to original scheduled departure time; packs were turned on and the aircraft cooled. Boarding commenced. To prevent fatigue from the heat; I asked the flight attendants to go back into the terminal until the start-carts arrived and the aircraft began cooling.
