Narrative:
I started keying microphone for pilot controlled lighting 15 miles out to no visible effect and observed the rotating beacon from 7 miles out. Lights on parallel taxiway were visible from 3-4 miles out. I entered left downwind for runway 21; the preferred calm wind runway; to discover full bright taxiway lights on the parallel taxiway and no runway lights. I saw what appeared to be four or five red threshold lights at end of runway 3 as I was entering runway 21 downwind. After turning final for runway 21 and seeing no threshold lights for that runway; I announced I was going to climb and enter a downwind for runway 3. On turning final for runway 3 I had two white PAPI lights; and 4-5 threshold lights. I left forward slipped to a red-white on glide path PAPI indication; crossed the threshold lights; saw no runway markings illuminated by my landing lights ahead of me; and realized I was on grass shortly after first contact. The aircraft pitched down and recovered near the end of the rollout in somewhat softer ground. I turned left to taxi across the grass towards the illuminated taxiway; and became stuck in the mud (good thing - swale between). The aircraft was towed out the next day with no visible damage except a nick in the prop near its tip. The prop was pulled and sent to a prop shop; which determined the blades were not within specified planar limits. NOTAMS show a displaced threshold for runway 3 but make no mention of runway lights being out of service. Airport maintenance personnel who were spoken to the next morning and the day after that were unaware the lights were OTS. A truck was parked at the end of runway 3; and a visit to the runway end on the next day showed what appears to be temporary threshold lights in the grass on both sides of the displaced threshold; 4 lights on either side. When the visit to the runway was made I noted the physical arrangement of the PAPI lights to be four 3-light boxes in a perpendicular line to the left of the runway and the line of the left four temporary threshold lights were only a few feet farther down the line of the runway; as were a similar line of temporary threshold lights on the right side of the runway. Additionally I observed 11 low (approximately 18' high) construction barriers with red lights atop them at the displaced threshold; across the width of the runway with the yellow painted chevrons of the runway displaced threshold on the runway immediately to the north of the line of barriers. Immediately to the south of the line of barriers; the finish surface of the macadam had been removed and a roughened surface approximately 2' below the finished surface was observed. Ruts in the grass indicate the aircraft touched down approximately 20-30 ft west of the west edge of runway 3; approximately 30 ft south of the first transverse taxiway beyond the one at the displaced threshold of runway 3; and may have traveled 500-1000 ft before becoming stuck.
