Narrative:
I was second in command of a lear 24 operating on a ferry permit. A stop due to weather was required at a different airport. The flight was conducted under IFR. Normal landing gear extension failed due to an open circuit breaker. The breaker would not close. The crew discontinued the approach; advised the tower; and declared an emergency with approach. We received vectors and referred to the appropriate checklist. Alternate gear extension was successful. The crew elected to change destination to ZZZ due to crew familiarity; expediency of handling and the presence of a preferred maintenance facility at that field. The flight was completed normally. The gear had been operated successfully at prior technical stops without incident.
