Narrative:

A 737 departing sdf via direct strep and requesting FL280. A cvg arrival from; the routing was either via the sargo or mosey arrival over the abb VORTAC. I issued the cvg traffic clearance to cross sargo at 110. The B737 was issued a step climb on the departure corridor for other traffic. When I realized the B737 and the cvg traffic were conflicting traffic; I issued the B737 a 40 degree left turn; still unable to climb because of additional traffic. I then turned the cvg traffic 20 degrees left of course. Conflict alert had activated at some point and I saw 4.9 lateral and eight or nine hundred feet vertical. Recommendation; I should have tunneled the B737 well under the cvg arrival traffic.
