Narrative:
During initial climb itt exceeded limits. Power needed to be brought to almost flight idle to bring itt back within limits. Declared emergency. Returned to departure airport and executed a visual approach and landing with reduced power to #1 engine. There was a previous write up on the #1 engine itt for running high at idle and fluctuating. Local maintenance stated that the problem went away and they could not duplicate. I suggest that maintenance either dig deeper or test fly the aircraft before releasing the aircraft back to service.
