Narrative:
While flying peso-3 departure from phoenix, at 70 DME on 030 degree right off salt river, at 17500 MSL, observed light twin aircraft at our altitude, our 11 O'clock position, flying in our direction, slightly heading into us. We turned to the right, using autoplt, 20 degree bank, approximately 25-30 degree, to avoid him. Since we were looking almost directly at him from the rear, it was difficult to determine which way he was headed, and what direction we should turn. When we queried ATC, they said he was not painting on radar and they did not know he was there.

Narrative: WHILE FLYING PESO-3 DEP FROM PHOENIX, AT 70 DME ON 030 DEG R OFF SALT RIVER, AT 17500 MSL, OBSERVED LIGHT TWIN ACFT AT OUR ALT, OUR 11 O'CLOCK POSITION, FLYING IN OUR DIRECTION, SLIGHTLY HDG INTO US. WE TURNED TO THE RIGHT, USING AUTOPLT, 20 DEG BANK, APPROX 25-30 DEG, TO AVOID HIM. SINCE WE WERE LOOKING ALMOST DIRECTLY AT HIM FROM THE REAR, IT WAS DIFFICULT TO DETERMINE WHICH WAY HE WAS HEADED, AND WHAT DIRECTION WE SHOULD TURN. WHEN WE QUERIED ATC, THEY SAID HE WAS NOT PAINTING ON RADAR AND THEY DID NOT KNOW HE WAS THERE.
